This project was constructed under an alliance partnership form of contract in which the alliance included Syncrude, PCL Industrial Constructors Inc., North American Construction, Brown & Root, Colt Engineering, SNC-Lavalin/Fluor Daniel JV, AGRA-Monenco/Simons JV and Honeywell. The total project scope included the engineering, procurement and construction of a complete greenfield tar sands mine at the Aurora Mine site, a 38 km twin froth and return water pipeline along with natural gas and power, all joining the new mine to the main plant and a major debottlenecking work package within the main Mildred Lake plant. Engineering, construction and procurement for the total project began in mid-1997 and was completed mid-2000. PCL Industrial's scope of work within the alliance, included the Aurora Mine construction management as well as the mine site mechanical, electrical, piping and civil construction.
